Columbia County Charter

About the Charter

In 2002, Columbia County voters approved a home rule Charter form of government, allowing local decisions on local matters rather than state-level control. The Charter is reviewed every eight years by a Charter Review Commission, with proposed amendments placed on the ballot for voter approval.

Charter Review Commission Process

  1. Meetings are open to the public and conducted by the Chairperson or Vice-Chairperson.
  2. The Commission hears public recommendations over several months.
  3. Majority-approved recommendations are forwarded for voter consideration.
  4. At least three public hearings are required before final submission.
  5. The Board of County Commissioners places approved recommendations on the ballot.
  6. The Commission may continue to educate the public until the election.
  7. Amendments approved by voters take effect as specified.
